Phlomis lanata

Small Jerusalem Sage:  Low growing compact evergreen sub-shrub 2' tall by 4-6' wide (or more) with small 1/2-1" long rounded wooly gray-green leaves. Lemon-yellow flowers, arranged in whorls, from early spring through late fall. Full sun to part shade. Low water.  Deer and rabbit resistant. Seacoast, heat, wind, sand, clay and drought tolerant once established. Great in containers. Arttracts bees and hummingbirds.
